What is scent throw?

Scent throw is how far and how strongly a fragrance carries from a wax melt into the air around it. A melt with good throw fills a room; one with poor throw is only noticeable standing over the warmer. The industry uses the phrase constantly and almost never defines it.
It is not a measured specification. There is no standard test, no agreed unit, no reference room, and no maker in this category publishes the fragrance oil percentage that would let two products be compared on paper. So when a pack promises maximum scent throw, that is a claim about a subjective experience with no denominator - and it applies to every brand equally, including the ones we recommend.

Throw is the outcome of four things, in rough order of effect. Room volume comes first - fragrance disperses into the whole air space, so double the volume and you roughly halve the concentration from the same source. Then pool temperature, which is why warmer type matters more than wattage alone. Then how much wax is melted, up to a ceiling. Then the fragrance load the maker put in the wax.
That last one is decisive and completely opaque. Nobody publishes it. So the honest position is that three of the four variables are in your hands and the one that belongs to the product is invisible to everyone outside the company that made it.
Spend your attention accordingly: choose the room, choose the warmer, dose properly, and buy the smallest size of anything new to find out about the fourth.
Cold throw is the scent from unmelted wax - lifting a pack to your nose in a shop. Hot throw is what comes off a melted pool. They can be very different, and a strong cold throw is a poor predictor of a strong hot one.
The reason is that a fragrance is a blend of compounds with different evaporation points. Light, volatile ones - citrus, green notes, sharp florals - come off readily at room temperature, so those are what you meet cold. Heavier ones - woods, resins, musks, vanillas - barely move until the wax is warm.
So the shop test is systematically biased toward bright fragrances. A woody blend can smell of almost nothing in the pack and fill a room once warmed. The full explanation - and note that cold throw is also the mechanism by which a stored pack slowly empties itself.
The instinct when a room does not smell of much is to add another cube. It frequently makes things worse, and the reason is physical rather than mysterious.
A warmer delivers a roughly fixed amount of heat. That heat has to raise whatever wax is in the dish. Double the wax and the same heat is spread across twice the mass, so the pool settles at a lower temperature - and fragrance release depends on pool temperature far more than on how much wax exists. There is a second effect too: fragrance escapes from the surface, and surface area is set by the dish diameter rather than by depth, so wax below the surface is held in reserve where it does no good.

Your nose stops reporting. Olfactory adaptation removes a constant background smell from conscious perception within about ten minutes - it is why you cannot smell your own house and a visitor can. It is not fatigue or damage; the system is doing its job, which is flagging changes rather than steady states.
This accounts for an enormous share of complaints about weak throw. The concentration in the air has not changed at all; you have simply stopped receiving it, while everyone walking in from outside gets it at the door.
The honest test is to leave the room for ten minutes - properly leave, go outside if you can - and walk back in. Better still, ask someone arriving. Only if that comes back clean is it worth investigating the wax, the dose or the warmer. Six causes, in order of likelihood.
